The Philippines has kept UTC+8 since the end of the Second World War, with short summer-time trials in 1954, 1977 and 1990. A 2013 law, the Philippine Standard Time Act, made the time kept by the state weather service PAGASA the reference for all government offices and broadcasters.

Before 1845 the islands even kept a date one day behind their neighbors, because they had been governed from Mexico across the Pacific. That historical quirk is recorded in the IANA time zone database.

Manila and the US working day

Many Manila offices serve clients in the United States, which is why night-shift hours are common there. The US is 12 to 16 hours behind, so a 9:00 AM start in New York is 9:00 PM or 10:00 PM in Manila, depending on US daylight time.

Daylight in Manila varies by little more than an hour across the year, with sunrise between about 5:30 AM and 6:25 AM.

Hours to add to the time in Manila; a minus sign means the other city is behind

January and July gaps for the coming year. North American cities are a day behind for most of Manila's morning.

Do

  • State the time with the city or UTC offset when scheduling across the Pacific.
  • Use the PHT to EST converter to plan regular night shifts against the US East Coast.

Avoid

  • Writing only "PST" in an invitation to US colleagues: they will read it as Pacific time.
  • Assuming the shift times stay the same all year; they move by an hour when the US changes its clocks.
