Dubai keeps Gulf Standard Time, UTC+4, every day of the year. Any change in the gap to Dubai comes from the other city's clock.
Gulf Standard Time
The United Arab Emirates have used UTC+4 since 1920 and have no summer time. Oman shares the same offset, while Saudi Arabia, Qatar, Bahrain and Kuwait are one hour behind. The term GST is regional: in other contexts the same letters can stand for South Georgia Time, so quote "Dubai time" or "UTC+4" in international invitations.
The UAE's clock is fixed by the federal government and applies in all seven emirates, from Abu Dhabi to Fujairah. Unlike in Europe or North America, there is no change night to plan around: an appointment made in January for July stays at the same hour on the clock and in UTC.

Hours to add to the time in Dubai; a minus sign means the other city is behind
Dubai's position makes it a natural bridge. A 10:00 AM meeting in Dubai is 6:00 AM in London in winter, 11:30 AM in Delhi and 2:00 PM in Singapore. The GST to IST converter lays out every hour against India, the most common pairing.
Towards the west, Dubai is nine hours ahead of New York in the northern winter and eight in summer; towards the east, Tokyo is always five hours ahead.
Inside the Gulf, the split matters for regional teams: a meeting at 9:00 AM in Riyadh or Doha is 10:00 AM in Dubai and Abu Dhabi. Muscat in Oman matches Dubai, while Tehran, at UTC+3:30, is half an hour behind it.
