What UTC is
Coordinated Universal Time is the world's reference time scale. The BIPM computes it from atomic clocks kept by national laboratories, and inserts the occasional leap second so that it stays close to the Earth's rotation. Time zones are defined as offsets from it: Pacific Standard Time is UTC−8, Pacific Daylight Time UTC−7.
UTC has no daylight saving, which is exactly why software, aviation and science use it. A UTC timestamp means the same instant everywhere.

Pacific Time in logs and code
Local Pacific time is awkward for machines. On the second Sunday of March the clock jumps from 1:59 AM to 3:00 AM, so 2:30 AM never happens. On the first Sunday of November 1:00–1:59 AM happens twice. A log written in local time cannot tell those two hours apart; a UTC log can.
Schedule jobs in UTC as well. A task set for 9:00 AM Pacific runs at 17:00 UTC in winter and 16:00 UTC in summer, so a UTC cron entry has to change twice a year if it must follow the Pacific clock.
Do
- Store and compare times in UTC, with the Z suffix or a +00:00 offset.
- Convert to Pacific Time only when you show a time to a person.
Avoid
- Writing PST in summer logs; the offset then is −07:00, not −08:00.
- Running a local-time job between 1:00 and 3:00 AM on a change night.
To read a UTC time back in California, use UTC to PST. For the UK clock, see PST to GMT and the live clock for London.
PST to UTC questions
How do I convert PST to UTC?
Add 8 hours to a PST time. During daylight saving, when California is on PDT, add 7 hours instead.
What is 5:00 PM Pacific in UTC?
5:00 PM PST is 01:00 UTC the next day, and 5:00 PM PDT is 00:00 UTC the next day.
Does UTC change for daylight saving?
No. UTC is a fixed reference and never moves. Only the Pacific side switches between UTC−8 and UTC−7.
What does the Z at the end of a timestamp mean?
Z marks a time in UTC, as in 2026-03-08T10:00:00Z. Aviation and the military read it as Zulu time.
Should servers store times in Pacific Time or UTC?
Store UTC and convert to Pacific Time only for display. UTC has no gaps or repeated hours, while Pacific Time skips an hour in March and repeats one in November.
