Where the change comes from
Argentina has kept UTC−3 since its last daylight-saving season ended in 2009, as the IANA time zone database records. The whole country uses one zone, from Salta in the north to Ushuaia in the south.
Geographically, much of Argentina lies close to the meridian of UTC−4 or even UTC−5, so the official clock runs ahead of the sun. Sunrise and sunset in Buenos Aires come later than the longitude alone would suggest, which suits the country's late evening habits.
The United States changes its clocks twice a year: forward on the second Sunday in March and back on the first Sunday in November, under rules overseen by the US Department of Transportation. Those two Sundays are the only days the ART to EST gap moves.

Working hours that overlap
With at most two hours between them, Buenos Aires and New York share most of the working day. A 10:00 AM start in New York is 11:00 AM or noon in Argentina, and a 5:00 PM finish in Buenos Aires is 3:00 PM or 4:00 PM in New York. That makes Argentina a common nearshore partner for US teams.
See the live Buenos Aires clock, or compare with BRT to EST for teams in Brazil, which follows the same pattern.
