White space around each image: small is 5 mm, medium 10 mm, large 20 mm. Ignored when page size is the same as the image.
Fit shows the whole image with white space if the shapes differ; fill covers the page and crops the edges; actual size places it at its print size from DPI.
Put 2 or 4 images on each page in a grid, for ID cards front and back or contact sheets.
Custom page width in millimetres (A4 is 210 mm).
Custom page height in millimetres (A4 is 297 mm).
One PDF with a page per image, or a separate PDF for every image downloaded as a ZIP.
The order you added the files (drag to rearrange), alphabetical by file name, or by the date the photo was taken.
JPEG quality of photos inside the PDF. 85 keeps them sharp; with a target size this is the starting point.

Why turn HEIC photos into a PDF?
Because a PDF opens everywhere a HEIC does not: most desktop browsers and many Windows and Android setups cannot show HEIC, while every one of them reads PDF.

Safari reads HEIC from version 17; on Android, HEIF decoding from version 9 is optional for phone makers. Sources: caniuse, Android media formats.
Why iPhone photos are HEIC
Apple switched the iPhone camera to HEIF with iOS 11 in 2017. Pictures are stored with HEVC compression in a HEIF container, saved with the .heic extension, and take noticeably less space than JPEG at the same visual quality. Apple's support page describes the setting: High Efficiency saves HEIF, Most Compatible saves JPEG.
The catch is everyone else. As the table shows, Chrome, Edge and Firefox do not display HEIC, and Android support depends on the phone maker. Send a set of .heic files to a landlord, a school or an office running Windows, and there is a fair chance they see blank icons. A PDF avoids that question entirely.
HEIF and HEIC are often used as if they meant the same thing. HEIF is the container format, standardized as ISO/IEC 23008-12; HEIC is the name for HEIF files whose pictures are compressed with HEVC, which is what an iPhone writes. Both extensions are accepted here, and both end up as ordinary PDF pages.
HEIC
HEIC photo
The HEIF container with HEVC-coded images, which iPhones and iPads use for camera photos. It keeps lossy photos smaller than JPG at similar detail and can also hold transparency, image sequences and Live Photo frames. Apple devices open it directly; Windows, older software and many websites often do not.

PDF document
Adobe's Portable Document Format from 1993, now an open ISO standard. It fixes text, images and layout so a page looks the same on every screen and printer, and it can carry forms, links and transparency. Every operating system and browser can open it, though editing the content is harder than in a word processor.

Why convertThis direction trades HEIC's small files for a document anyone can open: the photos become pages in a fixed order, readable on any computer or phone and accepted by upload forms that ask for PDF. If you need separate pictures instead of a document, HEIC to JPG is the better route.
What happens to the photos
Each HEIC photo is decoded and placed on its own page. With the A4 default, the picture is fitted inside the page with its proportions kept, and Auto orient turns it upright based on how the phone was held. Pages are sorted by the date stored in each photo, so pictures of a multi-page document come out in the order you took them.
Portrait-mode and HDR photos come through as the finished picture you see in your gallery, not as separate layers. Location data is removed by default, while the image itself keeps its full pixel size unless you set a target size for the PDF. With Images per page on 2, two photos share one sheet, which suits the front and back of a card or two short receipts.
- What you see: Only some of the photos appear in the PDF.
- What to do: Check that every file finished uploading before you pressed Convert. On iPhone, pick the photos from Photos rather than from a shared album, which can hold only previews.
- What you see: The pages are in a strange order.
- What to do: Pictures saved from messages may carry a different date. Set Page order to As added and drag the files into place.
- What you see: The PDF is too large for the upload form.
- What to do: Switch PDF file size to Target size and type the form's limit.
- What you see: A photo is rotated the wrong way.
- What to do: Rotate it in the Photos app first; the converter follows the orientation the phone stored.
Sending the PDF on
The finished PDF works as an email attachment, an upload to a school or government portal, or a print job at a copy shop. For forms with strict size limits, the target size setting recompresses the photos inside until the file fits. To collect pictures from several phones, add JPG and HEIC files in the same batch; the Photo to PDF page covers that mixed case.
If the recipient needs to edit the pictures later, send the PDF together with the originals, or keep the HEIC files yourself. A PDF is a good way to deliver a finished set of pages, but it is not a photo library: pulling the images back out is possible with PDF to JPG, yet each round trip costs a little quality.
All the layout settings of the main Image to PDF tool are available under the uploader, including two or four photos per page. Uploaded photos are deleted when the PDF is ready, and the PDF 30 minutes later.

HEIC to PDF questions
Do I need to convert HEIC to JPG before making a PDF?
No. HEIC files go straight into the PDF here. A separate JPG step adds one more lossy save and takes longer, without any benefit for the final PDF.
Can someone on Windows open the PDF made from HEIC photos?
Yes. Inside the PDF the pictures are stored in a form every PDF reader handles, so the file opens in Edge, Chrome, Adobe Acrobat and the default viewers on Windows and Android, none of which open HEIC files directly in a standard setup.
What happens to a Live Photo?
The PDF holds the still picture. The short video part of a Live Photo is a separate clip, and a PDF page cannot play it.
Why are some of my iPhone photos JPG instead of HEIC?
iPhones save HEIC under Settings → Camera → Formats → High Efficiency. With Most Compatible, the camera saves JPEG instead. Pictures received from other phones or chat apps are often JPG too. Both kinds can be mixed in one PDF.
Will the PDF be much larger than my HEIC files?
Usually somewhat larger, because HEIC is one of the most space-efficient photo formats. If the PDF is too heavy, set PDF file size to Target size and enter a limit in KB or MB.
Does the PDF keep the location where the photos were taken?
No. Strip metadata is on by default, so GPS position and camera details are removed. That is usually what you want for documents photographed at home.
