White space around each image: small is 5 mm, medium 10 mm, large 20 mm. Ignored when page size is the same as the image.
Fit shows the whole image with white space if the shapes differ; fill covers the page and crops the edges; actual size places it at its print size from DPI.
Put 2 or 4 images on each page in a grid, for ID cards front and back or contact sheets.
Custom page width in millimetres (A4 is 210 mm).
Custom page height in millimetres (A4 is 297 mm).
One PDF with a page per image, or a separate PDF for every image downloaded as a ZIP.

JPEG quality of photos inside the PDF. 85 keeps them sharp; with a target size this is the starting point.

A4
the page size this converter uses, 210 × 297 mm.
A4 comes from ISO 216 and is the default sheet for forms in most countries. Switch to Letter for the United States.

Why put JPGs on paper-sized pages
A JPG has pixels but no page. Print a phone photo of a form directly and the printer guesses a size; upload it to a portal that wants a document and it is refused because it is an image. Placing the JPG on an A4 page gives it a real paper size, so it prints at the right scale and behaves like any other document in an office system.
That is the difference between this preset and the general Image to PDF tool, which starts with pages the same size as each image. Here the default is A4, the sheet used for forms, letters and applications in most countries, and every JPG is fitted on it with its proportions kept.
Typical cases are job and visa applications that want certificates as a PDF, insurance claims that collect photos of damage and receipts, landlords who ask for pay slips, and schools that accept homework only as a document. In every one of them the person on the other side expects to open a single file, scroll through pages and perhaps print it. A folder of JPGs does not meet that expectation; a PDF on A4 does.
The .jpg and .jpeg extensions are the same format, so both are accepted, along with JFIF files saved from browsers. If some of your images are PNG screenshots or iPhone HEIC photos, add them anyway: the converter reads them all and places them on the same A4 pages.
JPG
JPG photo
The photo format standardized by the JPEG committee in the early 1990s and still the safest way to share a picture. It stores one still image with lossy compression and has no transparent areas. Phones, cameras, office software, printers and web forms all read it.
- Lossy
- No transparency
- Still images only
PDF document
Adobe's Portable Document Format from 1993, now an open ISO standard. It fixes text, images and layout so a page looks the same on every screen and printer, and it can carry forms, links and transparency. Every operating system and browser can open it, though editing the content is harder than in a word processor.
- Transparency
- Still images only
- Open standard
Why convertIn this direction a loose set of photos becomes a document with fixed pages, an order and a paper size, which is what printers, offices and upload forms expect. The JPGs themselves look the same; going back the other way, PDF to JPG turns each page into a picture again.
How the image sits on the page
Photos and A4 sheets rarely have the same shape. A phone photo is usually 4:3, while A4 is close to 1:1.41, so with Fit the picture is scaled to touch two edges and centered between the other two. Nothing is cut off, which is what you want for documents, receipts and certificates.
Fill page scales the image until it covers the whole sheet and trims what overflows; it suits full-bleed photos but can cut the edge of a document. Actual size places the image at its own print size if it carries a resolution. Orientation on Auto turns landscape photos onto landscape pages, and a Margin keeps everything away from the edge, where some printers cannot reach.
The table above shows why page size matters for print. A full A4 page at 300 dpi is 2480 × 3508 pixels; a JPG with fewer pixels still fits, but it prints softer the further it is stretched. Photos from current phones have plenty of pixels for an A4 page.
Several JPGs on one sheet
With Images per page set to 2, two JPGs share each page; with 4, they form a grid. Two per page is the usual way to put the front and back of an ID card on one sheet for a rental or bank application. Four per page works for receipts, small screenshots and contact sheets of photos.
Pages follow the order in the file list. Drag files to rearrange them, or set Page order to File name for scans numbered by the scanner and Date taken for photos from a camera. If you need one PDF per image instead of one combined file, change Output to One PDF per image.
For documents that will be kept on file for a long time, turn on PDF/A under Quality & metadata. It writes an archival PDF that some government and court systems require, at a slightly larger size. Location and camera details from the photos are removed by default, so the PDF does not reveal where the pictures were taken.
Uploaded JPGs are deleted once the PDF is made, and the PDF is removed after 30 minutes. When a portal sets a file limit, Compress PDF or the target size setting brings the document under it.

JPG to PDF questions
Should I pick A4 or Letter for my JPG to PDF?
Use the paper size of the country where the PDF will be printed or filed. A4 is the standard almost everywhere; Letter is used in the United States, Canada and a few other countries. If you do not know, A4 prints acceptably on Letter paper and the other way round, with small extra margins.
Will my JPG be stretched to fill the A4 page?
No. With Image on page on Fit, the picture keeps its proportions and is centered, with white space where the shapes differ. Fill page crops the image to cover the whole sheet instead.
Can I combine JPGs from different folders into one PDF?
Yes. Add files in several rounds before you press Convert; they all join the same list. Then drag them into the order you want, since the PDF follows the list.
How do I keep the original image size instead of A4?
Set Page size to Same as image. Each page then takes the exact proportions of its JPG, which suits photo collections and screenshots better than paper sizes.
My portal wants a PDF under 200 KB. Can I do that here?
Yes. Switch PDF file size to Target size, enter 200 and choose KB. The images inside are recompressed until the whole document fits; scanned text stays readable at most common limits.
Is the JPG recompressed when it goes into the PDF?
The image is written at the Image quality setting, 85 out of 100 by default, which looks the same as the original on screen. Raise it to 100 if you want the closest possible copy, at the cost of a larger file.
