Scanned PDFs are pictures of pages. Auto runs OCR only on pages without a text layer; On forces it for every page.
The language printed in the scan. Picking the right one noticeably improves accuracy for accents and non-Latin scripts.
Flowing text reflows into normal paragraphs that are easy to edit. Exact layout places every block where it was, which looks identical but is harder to edit.

Google Docs imports a DOCX far better than a PDF, so convert first and open the Word file in Docs.
Why PDFs lose their structure in Docs
Google Drive can open a PDF with Google Docs on its own, and for a short letter that is often enough. The import treats the PDF like a scan, though: it recognizes the text on each page and pours it into a document. Google's own help page says bold, italics, font size and line breaks usually carry over, while lists, tables, columns and footnotes often do not, and that the file should be 2 MB or smaller.
That combination rules out a lot of everyday PDFs: a report with a few charts, a price list, a form, or any scan longer than a handful of pages. The text arrives, but tables turn into loose lines and columns run together, so the cleanup takes longer than the conversion saved.
Docs reads Word files much more faithfully, because a DOCX already says which text is a heading, which is a list and which cells form a table. Turning the PDF into DOCX first hands Docs that structure on a plate.
PDF in, DOCX out, Docs next
PDF document
Adobe's Portable Document Format from 1993, now an open ISO standard. It fixes text, images and layout so a page looks the same on every screen and printer, and it can carry forms, links and transparency. Every operating system and browser can open it, though editing the content is harder than in a word processor.

DOCX
Word document
Microsoft Word's default format since 2007, based on the openly published Office Open XML standard. It stores editable text with styles, tables, images and comments in a zipped package. Word, Google Docs, LibreOffice and Pages all open it, though complex layouts can shift slightly between programs.
- Open standard
Why convertHere DOCX is a stepping stone rather than the goal: it carries tables and lists into Google Docs in a form Docs understands, which the direct PDF import often loses.
The settings are tuned for that route. Flowing text joins lines into paragraphs, which is the layout Docs edits most comfortably, and Keep images carries charts and photos across. Scanned pages are read with OCR before the DOCX is written, so the text is already editable when Docs opens it.
Pick the document language under Advanced settings when the PDF is a scan in anything other than English. Accents, umlauts and non-Latin scripts are recognized far more reliably when the OCR knows which alphabet to expect, and every mistake avoided here is one less correction in Docs.
You can also limit the conversion to certain pages. If only chapter three of a long manual needs editing, convert that range, open it in Docs and leave the rest of the PDF as it is.
How to get a PDF into Google Docs
Convert the PDF to DOCX
Drop the PDF on the box above and press Convert. DOCX with Flowing text is preset, the layout Google Docs handles best.
Upload the DOCX to Google Drive
In Google Drive, choose New → File upload and pick the downloaded DOCX.
Open it with Google Docs
Right-click the file in Drive and choose Open with → Google Docs. Docs creates an editable copy you can share and comment on.
PDF to Google Docs questions
Can't Google Drive convert a PDF to Docs by itself?
It can: right-click the PDF and choose Open with → Google Docs. Google's help page says the file should be 2 MB or smaller and that lists, tables, columns and footnotes often do not carry over. Converting to DOCX first avoids both limits.
Do I have to keep the DOCX in Drive after opening it in Docs?
No. Opening a DOCX with Google Docs creates a separate Google Docs file. You can delete the uploaded DOCX afterwards and the Docs copy stays.
Is there a size limit on the Google Docs side?
Google lists 1.02 million characters per document and 50 MB for a text document converted to Docs format. Very long PDFs can be split with Split PDF and converted in parts.
Will a scanned PDF become editable in Google Docs?
Yes, if you convert it here first. Pages without a text layer go through OCR, so the DOCX that reaches Docs already holds real text rather than images.
Can I make Drive convert every Word upload automatically?
Google Drive has a setting called Convert uploads that turns uploaded Office files into Google Docs format on upload. With it on, the DOCX you upload opens straight in Docs.
Does this work from a Chromebook or a phone?
Yes. The converter runs in the browser, and the Google Drive and Docs apps on Android, iPhone and ChromeOS can upload and open the DOCX.
Limits on both sides
The converter takes PDFs of up to 95 MB, so the 2 MB ceiling of Drive's own import does not apply at this step. Google then limits the result: according to Google Drive's file size page, a Google Docs file can hold up to 1.02 million characters, and a text document converted to Docs format can be up to 50 MB. Ordinary reports and contracts stay far below both.
Batches help when a whole folder of PDFs is headed for Docs. Add up to 20 files at once, download the DOCX files together and upload them to Drive in one go; each one becomes its own Docs file when you open it. Uploaded PDFs are deleted after processing, and the converted files 30 minutes later.

Working with the file in Docs
Once the DOCX is in Drive, opening it with Google Docs creates a separate Docs file next to it. That copy is the one you share, comment on and edit together with others; the DOCX can be deleted. If you upload Word files often, turn on Convert uploads in Drive's settings so new uploads open in Docs format directly.
When the work is finished, Docs can download the result as DOCX or PDF again. For a PDF you want to keep in Word instead, PDF to Word covers that path, and every other output, from Excel tables to plain text, is on the PDF Converter page.
If several people will work on the same file, convert once and share the Docs copy rather than sending the DOCX around. Comments, suggestions and the version history then stay in one place, and nobody has to merge separate edits by hand.
