UTF-8 works for every language. Choose UTF-8 with BOM if Excel or Notepad on Windows shows garbled characters; legacy encodings only for old software.
LF for macOS, Linux and code editors; CRLF for older Windows programs such as classic Notepad.
Comma is standard. Use semicolon for Excel in countries that write decimals with a comma (Germany, France, Brazil).

In short
- 1The result is an .hwp file that opens in Hancom's Hangul word processor.
- 2Text, tables and images are kept editable, not pasted in as one picture.
- 3Scanned PDFs are read with OCR, so Korean and English text can be corrected.
- 4Use it when a Korean office, school or form asks for the document in HWP.
Why someone asks for an HWP file
In Korea, Hangul is still the usual word processor in public offices, schools and many companies, so their templates, forms and internal workflows are built around .hwp files. When a ministry, a district office, a university department or a school publishes a form only as a PDF, the instruction is often to fill it in and send it back as HWP. Typing over a PDF is awkward, and retyping a two-page form by hand takes far longer than converting it.
The same need appears in the other direction of business. A partner abroad sends a contract draft or a report as PDF, and a Korean colleague wants to edit it with the tools the team already uses. Converting the PDF to HWP gives them a document that fits straight into their usual review, comment and approval process.
If what you need is the opposite, reading a Korean document without Hangul, use HWP to PDF instead.
PDF and HWP side by side
PDF document
Adobe's Portable Document Format from 1993, now an open ISO standard. It fixes text, images and layout so a page looks the same on every screen and printer, and it can carry forms, links and transparency. Every operating system and browser can open it, though editing the content is harder than in a word processor.

- Still images only

HWP
HWP document
The native format of Hancom's Hangul word processor, used since 1989 and still standard in Korean government offices and schools. It handles Korean typography and layout well. Outside Korea few programs open it, so recipients usually need a PDF or Word copy.
- Vendor format
Why convertYou give up the PDF's fixed, read-only layout to get a document a Hangul user can edit and resave. Convert in this direction when the recipient or a submission rule asks for .hwp, and keep the original PDF as the reference copy.
The two formats were built for different jobs. A PDF records where every character, line and image sits on the page, which is why it prints the same everywhere and why it is hard to edit. An HWP document stores paragraphs, styles, tables and page settings, the structure a word processor needs to let you change the text and have the layout follow.
HWP is Hancom's own format rather than an international standard, but it is documented: Hancom published the HWP binary format on June 29, 2010, which is what allows tools outside Hangul to write files that Hangul opens.
How to convert PDF to HWP
Add the PDF
Drop one or more PDF files on the box above, or press Choose Files. Text PDFs and scanned pages both work.
Keep the HWP settings
HWP is selected as the output with Keep formatting and OCR switched on. Choose a page range under Advanced settings if you only need part of the file.
Convert and open in Hangul
Press Convert, download the .hwp file and open it in Hangul to edit, fill in or resave it.
PDF to HWP questions
Will the HWP look exactly like the PDF page?
Close, but not always identical. A PDF stores positioned text, not paragraphs, so the converter rebuilds paragraphs, tables and line breaks. Simple letters and forms usually come out very close; pages with overlapping boxes or unusual fonts may need small fixes in Hangul.
Does Korean text stay editable after conversion?
Yes, when the PDF contains real text. The Hangul characters are copied as text, so you can search, correct and retype them. If the PDF is a scan, OCR reads the page first, and you should proofread names and numbers.
Should I choose HWP or DOCX for a Korean recipient?
Pick HWP when a form, office or teacher explicitly asks for an .hwp file. If they only need something editable, a Word file is often enough, because Hangul can open .docx too, and PDF to Word serves people outside Korea as well.
Can I convert a PDF to HWPX instead of HWP?
This page writes .hwp, the format every version of Hangul opens. Current Hangul versions can resave the file as .hwpx from the save dialog if your office prefers the newer XML-based format.
What happens to the form fields of a fillable PDF?
The labels, lines and boxes of the form come across as ordinary text and tables, which is usually what you want for filling it in Hangul. Interactive PDF fields do not stay interactive, so type the answers straight into the HWP document.
Can I convert a password-protected PDF?
Only after the protection is removed. A PDF that needs a password to open cannot be read, so remove it with Unlock PDF first if you are allowed to, then convert the unlocked copy.
How a PDF page becomes an editable document
- Read the page
Text runs, lines and images are taken from each PDF page with their positions.
- OCR if needed
Pages that are only scanned pictures are read as Korean and English text.
- Rebuild structure
Runs are joined into paragraphs, ruled areas into tables.
- Write HWP
The result is saved as an .hwp file you download.
The hardest step is the third one. A PDF has no idea where a paragraph ends; it only knows that some characters sit on one line and more sit on the next. The converter looks at spacing, alignment and font size to decide what belongs together, and turns grids of lines into real table cells. Official Korean forms are mostly tables, so this is what decides whether you can type into the boxes afterwards.
Keep formatting is preset because forms and letters depend on their layout. If the HWP gets cluttered with text boxes, switch to Simple under Advanced settings: you lose some positioning, but the text flows as ordinary paragraphs that are easier to edit.

Scanned forms, fonts and checking the result
Many PDFs sent around Korean offices are scans of printed forms with stamps and handwriting. OCR is on by default, so the printed text on those pages becomes editable. Handwriting, seals and signatures are kept as images, which is usually right: a seal should not turn into text. Proofread names, resident registration numbers, dates and amounts before you submit anything, since OCR can confuse similar characters.
Fonts are the second thing to check. The HWP refers to the fonts the PDF used; if your copy of Hangul does not have them, it substitutes a similar Korean font, and line breaks can move a little. Open the file, look through every page, and fix any table row that has grown taller than the original.
When the document is ready, Hangul saves it as HWP or exports it again as PDF. To pull only the words out of a PDF for a message or another program, PDF to Text is quicker, and the Document Converter page covers the other office formats.
