Compress PDF to 250 KB
A 250 KB cap leaves room for one or two scanned pages if the compression is done with care. This page aims for that number and lets you choose where quality stops and resolution takes over.

Images above this DPI are downsampled. 150 is sharp on screen and fine for office printing; 72 is screen-only.
JPEG quality for re-compressed images. 70 keeps scanned text readable; below 40 artefacts appear around letters.
When aiming for a target size, image quality never drops below this; resolution is reduced instead.

To reach 250 KB the compressor trades picture quality first and resolution second; the floor you set decides where one ends and the other begins.
Quality or resolution: what gives first
Every scanned page in a PDF is a picture, and a picture can be made smaller in two ways. Its JPEG quality can be lowered, which keeps every pixel but stores each one less precisely, or its resolution can be lowered, which keeps fewer pixels but stores them well. Both save space, and both cost detail, just in different ways.
Lower quality shows up as blocky patches and faint halos around letters. Lower resolution shows up as softness, the way a photo looks when you zoom in too far. For printed text, softness is usually easier to read than halos, which is why the Target size mode stops lowering quality at a floor and switches to resolution from there.
Where to set Lowest image quality
- 15Allows heavy JPEG artifacts. Use only when the limit is very tight and the page holds large, bold text.
- 30The default. A balance that keeps ordinary printed text readable at 250 KB for one or two pages.Recommended
- 50Cleaner edges around small print, stamps and signatures. Resolution drops sooner to make room.
- 70Close to the quality of a good scan. Suits a single page with fine detail, such as a mark sheet with small tables.
Choosing the floor for your document
Think about the smallest thing a reviewer has to read. On a certificate it might be a serial number or the text inside a round seal; on a bank statement it is the rows of figures. Fine strokes like these suffer most from JPEG artifacts, so raise the floor to 50 or more and let resolution take the hit instead.
For a page with large headings and ordinary body text, the default of 30 is usually fine and leaves the resolution higher. If you are unsure, compress twice with different floors and compare the two results side by side; the files are processed in seconds and the original is never changed.
How to compress a PDF to 250 KB
Choose the PDF
Drop it on the box above or press Choose Files. Up to 20 PDFs can share one run.
Check the quality floor
The target is set to 250 KB. Under Advanced settings, Lowest image quality decides how far JPEG quality may fall before resolution is lowered instead.
Compress and read it back
Press Compress, download the file and zoom in on the smallest print to confirm it reads cleanly.
250 KB PDF questions
Is 250 KB the same as 0.25 MB?
Only when both are counted in thousands. 250 KB is 250,000 bytes in decimal units, or 256,000 bytes if a system counts 1 KB as 1,024 bytes. A file just under 250,000 bytes is accepted by either rule, which is why aiming slightly below the limit is the safe choice.
What does Lowest image quality do?
It is a floor for JPEG quality while the tool works toward the target. Once quality reaches that value, the compressor lowers the image resolution instead of pushing quality further down. A higher floor keeps edges cleaner; a lower one keeps more pixels.
My visa photo has to be under 240 KB. Is this the right page?
Probably not. The U.S. Diversity Visa photo limit of 240 KB applies to a JPEG image, not a PDF. Use Compress Image for photos, and keep this page for documents that must be uploaded as PDF.
Why does my file come out at 180 KB instead of 249 KB?
The compressor works in steps, and each step can save a noticeable amount when the file has one large picture. If the last step lands well below the target, the result is still within the limit. Raise Lowest image quality if you would rather keep more detail.
Can a password-protected PDF be compressed?
Not while it is locked. Remove the password first with the Unlock PDF tool if you own the document and know the password, then compress the unlocked copy.
When the file will not reach 250 KB
We did not find a public form that we could cite for a 250 KB PDF limit, but the number turns up on application and recruitment portals that set their own caps. Whatever the source, the arithmetic is the same: the more scanned pages a file has, the less of the 250 KB each one gets. A one-page scan fits comfortably; a five-page scan gives each page about 50 KB, which is very little.
The notes below cover the usual reasons a file stays too large and what to change. If none of them helps, the portal may simply expect fewer pages, and Split PDF will let you send only the part that is required.
The PDF is mostly photos
Photos have far more detail than text pages. Turn on Convert to grayscale if color is not needed, or remove pages with photos the portal does not ask for.
The scan includes a dark background
A desk or a black border around the paper is still image data. Crop the scan to the page edge in your scanning app, then compress again.
The file embeds many fonts
Designed PDFs can carry several complete font families. Subset fonts is on by default and keeps only the characters in use, so most of that weight goes away automatically.
The PDF was printed to PDF from a scan
Printing a scan to a new PDF can add a second, larger copy of each picture. Compress the original scan file instead.
Other size targets
If your portal names a different number, use the matching page below or type the number into the target box here. The full set of compression modes, including the fixed Recommended and Extreme levels, is on the main Compress PDF page.
